The past continuous describes an action that was already in progress around a moment in the past. It is built from was or were plus the -ing form, and its main job is to supply the background against which shorter, completed events happen: I was cooking dinner when the phone rang.
Because be is doing the auxiliary work, questions and negatives are formed from was and were alone, with no did anywhere in the structure. The tense is also what makes stories feel atmospheric — it was raining, people were hurrying home — before the past simple delivers the events that move the plot forward.

Past Continuous: frequently asked questions
When do I use the past continuous rather than the past simple?
Use the continuous for the frame and the simple for the event. If an action was already going on and something else happened during it, the longer action takes the continuous. If you are simply listing what happened one after another, the past simple carries the whole sequence. A useful test: if you could add already in progress, the continuous is right.
Why is it while I was reading and not while I read?
While specifically introduces a longer action in progress, and that meaning is carried by the continuous. Pair while with the continuous and when with the simple, and the structure comes out right nearly every time: While I was reading, the doorbell rang.
Can I use the past continuous with state verbs?
Generally no. Verbs such as know, believe, want, own and understand describe conditions rather than activities, so they take the past simple even when the meaning is around that time: I knew the answer, not I was knowing. A few verbs shift meaning between the forms, such as think.
