At B2 the past tenses stop being a set of labels and start being a way of organising a story. The past simple carries the events in the order they happened; the past continuous paints the situation they happened inside; the past perfect reaches back to say that something was already over before the story reached it. By the time the police arrived, the crowd had dispersed is one sentence with two different pasts in it, and the past perfect is the only thing telling the reader which came first.

The second half of this level is about habits and intentions, where English is unusually precise. Used to covers both finished habits and finished states — we used to live by the coast — while would covers repeated actions only, which is why we would live by the coast is wrong and no rule about frequency will explain it. Then there are the intentions that never happened: was going to for a plan abandoned, was about to for a plan interrupted at the last second. These sixty exercises drill the narrative tenses and the habit forms together, because in real writing they always appear together.
